Trump Proposes Additional $200 Billion In Tariffs, Paints A Bullseye On Produce

The White House last week fired the latest salvo in an escalating trade war with China, proposing an additional $200 billion in tariffs on Chinese import items, including many fresh or next-step-beyond produce items.

If the President’s initial $34 billion tariff list and a $16 billion addendum were semi-friendly to the produce industry, the latest round – 6,000 items worth a cumulative $200 billion — makes up the shortfall.

Anyone who imports Chinese produce for fresh or value-added use will likely soon be paying more – or looking elsewhere for supplies.

China has not announced retaliatory efforts yet, but is expected to respond in due order. The Chinese retaliations to-date have been in-kind – meaning tit for tat, often offsets on items the U.S. has targeted for tariffs. For instance, China is a major market for U.S. pecans; as of July 6, those nuts now face a whopping 47 percent tariff for export to China.

Which means the produce industry may see similar restrictions imposed by China in addition to those already in place. Anyone who grows or distributes produce bound for China – or sells to next-step companies that do so either fresh or after processing – could face shrinking margins as the trade war escalates and the Chinese look elsewhere for imports.

The first round of U.S.-imposed tariffs went into effect July 6. The new $200 billion addendum now enters a public review phase before becoming official.

The public comment period for the $200 billion in proposed additional duties runs through July 27, when all requests to be heard must be filed. August 17 is the due date for submission of written comments.

On August 20 the Section 301 Committee will convene a public hearing in the main hearing room of the U.S. International Trade Commission in Washington, D.C. August 30 is the due date for submission of post-hearing rebuttal comments.
